Biography

 
Kevin McCarty was elected to the California State Assembly in 2014 to represent the 7th Assembly District, which includes Sacramento, West Sacramento and parts of unincorporated Sacramento County.
 
McCarty currently serves as Chair of the Assembly Budget Subcommittee on Education Finance, which oversees the largest component of California’s multi-billion dollar annual budget. As Chair during the 2015-16 legislative session, McCarty successfully negotiated annual statewide K-12 education spending of $88.3 billion and $30 billion to support California’s Community College, CSU and UC systems. As Chair, McCarty has been able to make historic investments in public education, early childhood education, career technical education and dramatically increased the number of in-state students enrolling in California’s Community College, CSU and UC systems.
 
McCarty also serves on the following policy committees: Education, Health, Labor & Employment and Natural Resources.
 
During his tenure in the Assembly, McCarty authored notable legislation and has been an influential and decisive voice on various public policy issues including the creation of the Lower American River Conservancy, establishing California’s first automatic voter registration system, requiring background checks for ammunition sales, requiring sexual harassment prevention training for local government officials and creating concussion prevention protocols for youth sports programs.
 
McCarty began his public service career as a Member of the Sacramento City Council from 2004 to 2014. As a Councilmember, McCarty spearheaded the creation of innovative youth programs, led policy efforts to promote and increase the availability of quality affordable housing, expanded access to parks and open space and authored common-sense laws to protect the public from gun violence. Reflecting the great diversity found throughout Sacramento, McCarty worked closely with community leaders to create the Sacramento Little Saigon district to promote small businesses and cultural inclusion.
 
In 2016, McCarty was unanimously elected Treasurer of the California Legislative Black Caucus.
 
A lifelong Sacramentan, McCarty attended local public schools including American River College. McCarty earned a Bachelor of Arts degree in Political Science from California State University, Long Beach and a Master of Arts degree in Public Policy and Administration from California State University, Sacramento.
 
McCarty and his wife live in the historic Elmhurst neighborhood of Sacramento with their twin daughters.

A lifelong Sacramentan, McCarty began his public service career as a Member of the Sacramento City Council from 2004 to 2014. McCarty earned a B.A. in Political Science from CSU, Long Beach and a M.A. in Public Policy and Administration from CSU, Sacramento. McCarty and his wife live in the historic Elmhurst neighborhood of Sacramento with their twin daughters.
